Cook Islands has issued novelty 25-cent pieces under licensing arrangements for decades, producing collectible base-metal issues that circulate in name only. This Christmas Pudding piece is part of that ongoing program — legal tender by designation, but never intended to pass through a till in Rarotonga or anywhere else.
