Issued for Canada Day 2003, this piece belongs to a wave of commemorative quarters the Royal Canadian Mint began producing in 1999 — a program that flooded circulation with themed 25-cent pieces and permanently changed Canadian expectations of what a circulating commemorative could be. The RCM struck these in nickel-plated steel rather than pure nickel, a composition shift driven by rising metal costs that had been quietly implemented on standard quarters since 2000.
