Cook Islands has issued commemorative coinage under licensing arrangements for decades, and the Harry Potter character series sits squarely in that tradition — coins produced primarily for the collector market with minimal connection to the islands themselves. Bellatrix Lestrange appeared as a character in J.K. Rowling's novels beginning with Goblet of Fire in 2000 and was portrayed by Helena Bonham Carter in the film adaptations from 2007 onward. Silver-plated iron rather than sterling was the deliberate production choice here, keeping unit costs low across what was a large licensed series.
