The Atlanta Prisoner of War camp in Nebraska was one of hundreds of branch camps established across the American interior during the latter stages of the Second World War, primarily to house German prisoners put to work in agricultural labor. Camp exchange scrip like this was a deliberate policy tool: U.S. Army regulations prohibited POWs from holding U.S. currency, so dedicated camp chits filled the gap, redeemable only within the camp canteen system and worthless outside the wire.

Atlanta, Nebraska was a genuinely small operation — a satellite of the larger camp infrastructure rather than a major installation — which kept issuance volumes low. Campbell #7549 is correspondingly scarce.
