Villacarrillo is a small olive-growing municipality in Jaén province, Andalusia. This 25 céntimos note was issued by the local municipal council during the Spanish Civil War, when the Republican zone faced a severe shortage of fractional coinage — silver and copper had been hoarded or withdrawn, and the central government in Madrid could not supply enough small change to keep local commerce moving. Hundreds of Spanish municipalities responded by printing their own emergency paper fractions, with wildly varying quality and legitimacy.
