One of hundreds of small-denomination emergency paper issues produced by Catalan municipalities during the Civil War, when Republican-zone coins effectively vanished from circulation — hoarded, melted, or simply never restruck in sufficient quantity. Vilafranca del Penedès, the capital of the Alt Penedès comarca and a town whose economy ran largely on wine production and trade, issued these notes through its local government to keep small transactions functional.

The extreme 85 × 25 mm format — narrow to the point of being strip-like — is characteristic of several Catalan municipal issues that economized on paper stock during wartime shortages.
