One of hundreds of small-denomination emergency notes — *billetes de necesidad* — issued by Spanish municipal councils during the Civil War, when Republican-zone towns faced an acute shortage of fractional coinage. The Consejo Municipal de Valdepeñas de Jaén, a small olive-growing village in the sierra north of Jaén city, issued these 25 céntimos notes to keep local commerce functional.
