Sueca is a mid-sized town in Valencia's rice-growing lowlands, and its municipal council — like hundreds of others across Republican Spain — issued its own fractional paper currency during 1937 when the acute shortage of small coin made ordinary commerce nearly impossible. The Consejo Municipal de Sueca's 25 céntimos belongs to that broader emergency: the Bank of Spain had effectively ceased supplying small denominations to the Republican zone, forcing local authorities to fill the gap themselves.
The Turró and Garí Monner references place this firmly within the documented Valencia provincial issues, though municipal notes of this type were often printed in very small runs and redeemed locally, which accounts for the relative difficulty in finding circulated examples that weren't simply worn to pulp within months.
