Roquetes is a small municipality in the Baix Ebre comarca of Tarragona, and like hundreds of Catalan and Valencian towns during the Civil War, its municipal council issued fractional emergency currency when the Republic's small-change shortage became untenable. By 1937 the hoarding of metal coins was near-total — workers couldn't make basic transactions, and Madrid and Barcelona had no practical mechanism to supply remote municipalities with adequate fiduciary coin.

The thick card stock was a deliberate choice at this scale of issue: thinner paper disintegrated quickly in daily use, and these notes were meant to function as coins.
