Reus was one of hundreds of Catalan municipalities that issued emergency fractional currency during the Civil War after the Republic's central government failed to maintain an adequate supply of small change — silver and copper had vanished from circulation almost immediately after July 1936. The Consell Municipal, then under anarchist and leftist influence, commissioned Imprenta De Ferrando, a local press, to produce these notes rather than waiting for Barcelona or Madrid to act.

Local printing on general commercial equipment means registration and ink consistency vary considerably across surviving examples. Turró catalogues this as #2082 within his exhaustive survey of Catalan war-issue municipals.
