Quesada is a small municipality in Jaén province, Andalusia, and like hundreds of Spanish towns it issued its own emergency fractional paper during the Civil War after the Republic's central government failed to keep small change in circulation. These locally printed consejo municipal notes were stopgap instruments, authorized under a 1936 decree that effectively deputized town councils as emergency issuers. Production was typically handled by whatever printer — or even typewriter and rubber stamp — was available locally.
Survival is erratic. Small-denomination municipal issues from rural Andalusia were discarded rather than saved once the war resolved the currency question one way or another.
