Puigcerdà is a Catalan town straddling the Pyrenees in the Cerdanya comarca, and by 1937 it sat in Republican-held territory under considerable pressure — economically and militarily. Like hundreds of Catalan municipalities during the Civil War, the Ajuntament issued its own fractional currency to address the chronic shortage of small coinage that had nearly paralyzed local commerce after the July 1936 uprising. These emergency issues are collectively known as "guerra civil" locals, and Turró catalogued over two thousand distinct types from this period.

Imprenta El Secretariat Català handled a significant volume of municipal emergency paper for the region. Puigcerdà's geographic isolation — essentially a border enclave — made resupply difficult, which likely accelerated the decision to print locally rather than wait on central Republican authorities.
