Pozuelo de Calatrava is a small municipality in Ciudad Real province, and like hundreds of Spanish towns during the Civil War, its local council issued emergency small-change notes — "moneda municipal" — to compensate for the near-total disappearance of coinage from circulation. The Republican government's decree of 1937 authorized local bodies to produce these emergency issues, which is why the volume of distinct issuers from this period runs into the thousands.
The thick card stock was deliberate: lightweight paper tended to disintegrate quickly in heavy daily use, and these fractional values were handled constantly.
