El Poal is a small municipality in the Pla d'Urgell comarca of Lleida, and like hundreds of Catalan towns it issued its own emergency fractional currency during the Spanish Civil War when Republican-zone small change collapsed almost entirely after 1936. These ajuntament-issued pieces — technically vals or bitllets locals — were produced with whatever materials were at hand, which accounts for the card stock construction here. Denominations below one peseta were the most critically needed and the most chaotically produced.
Turró catalogues this series systematically, but surviving examples from minor municipalities like Poal are genuinely difficult to locate, the print runs having been tiny and the redemption rate, when it occurred at all, effectively destroying the remainder.
