Pinell de Brai is a small municipality in the Terra Alta comarca of Tarragona, and like hundreds of Catalan and Spanish towns in the summer of 1936, its local council issued emergency fractional currency when the Republic's metallic coinage vanished almost overnight from circulation — hoarded, melted, or simply absorbed by the chaos following the July uprising. These municipal emissions were technically illegal under Spanish monetary law but were tolerated, even encouraged at the regional level, because the alternative was a complete collapse of petty commerce.
Turró's cataloguing of over two thousand such local issues gives a sense of scale. Most surviving examples from Terra Alta municipalities show heavy use.
