Morella is a fortified hilltop town in Castellón — isolated by geography and, during 1937, by the shifting front lines of the Spanish Civil War. Municipal councils across Republican-held Spain were authorized to issue small-denomination emergency paper when coinage vanished from circulation, hoarded or melted almost entirely by mid-war. Morella's issue is among the smallest-format examples from the region, a reflection of both the note's modest face value and the limited printing resources available to a small inland municipality.
