Mont-roig del Camp, a small municipality in Tarragona province, issued emergency paper money during the Spanish Civil War under the same legislation that authorized hundreds of Catalan and Valencian towns to print their own local currency — the Republican government's 1937 decree permitting municipal issues to address the chronic shortage of fractional coinage caused by wartime hoarding and silver flight.
The official stamp served as the primary anti-counterfeiting measure, which says something about the rudimentary production conditions. Turró 1599 is among the less commonly encountered Mont-roig issues in collections today.
