Librilla is a small municipality in the Murcia region of southeastern Spain. This 25 céntimos note belongs to the wave of emergency local paper money — known collectively as "billetes de necesidad" — issued by Spanish municipalities during the Civil War years after the Republic's metal coinage disappeared from circulation almost entirely, hoarded or melted down as the conflict deepened. Hundreds of town councils across Republican-held territory printed their own fractional scrip simply to keep local commerce moving.
