La Riba is a small municipality in the Alt Camp comarca of Tarragona province, and like hundreds of Catalan towns during the Civil War, it resorted to issuing its own emergency fractional currency after the Republican government's inability to maintain adequate small-change supply became acute in 1936–37. These municipally issued notes — collectively known as "paper moneda" or "bitllets locals" — were authorized under the Generalitat de Catalunya's permissive wartime framework, which gave local councils considerable latitude to print what they needed.
Imprenta Solé of Tarragona handled a notable volume of these small-town issues across the province, which accounts for the family resemblance many of them share in typeface and layout. Turró's catalog remains the primary reference for the full scope of Catalan local issues; his numbering places this note among several thousand documented types from the period.
