Jalance is a small municipality in the interior of Valencia province, and like hundreds of similar towns across Republican Spain, its local council issued emergency fractional notes during 1937 to compensate for the near-total disappearance of metallic coinage from circulation. The hoarding and melting of silver and copper left ordinary commerce paralyzed, and Madrid's response — centralized Republican emergency issues — arrived too slowly and in insufficient quantities for rural areas.

The use of thick card rather than conventional banknote paper was deliberate: it extended the working life of notes printed in very small runs, often on whatever press equipment the municipality had available.
