Horta de Terra Alta — a small municipality in the Terra Alta comarca of Tarragona — issued emergency fractional currency during the Spanish Civil War, when coinage disappeared from circulation almost entirely across Republican-controlled territory. These local issues, collectively known as "moneda local de guerra," were authorized under a 1936 decree that permitted municipalities and collectives to produce their own scrip to keep local commerce functioning. Hundreds of towns did exactly this, producing notes of wildly varying quality and official sanction.
Turró catalogues this issue but survival rates for small-town Catalan emergency scrip are low — wartime use was hard, and most were unredeemed after Nationalist forces took the region in early 1938.
