One of hundreds of emergency fractional notes issued by Catalan municipal councils during the Civil War, when the Republic's coin supply collapsed almost entirely after 1936. The Consell Municipal de l'Espluga de Francolí — a small town in the Conca de Barberà comarca — turned to the local trade of Imprenta Sugrañes in Tarragona to produce scrip that could handle day-to-day transactions the central government could no longer support.

Turró catalogues this as #957, placing it within the dense cluster of Tarragona-province emissions. Survival rates for these municipal issues vary sharply; notes from smaller towns were used hard and rarely saved.
