El Toboso, a small Castilian municipality in Toledo province, issued its own emergency fractional currency during the Civil War because the Republic's small-change crisis had rendered everyday commerce nearly impossible by mid-1937. Coins had vanished from circulation — hoarded, melted, or simply lost to the chaos — and the central government could not supply sufficient low-denomination notes to the provinces fast enough. Hundreds of Spanish municipalities responded the same way, printing their own vales and billetes de necesidad under loose authorization from the Republican government.
The thick card stock construction is characteristic of municipal issues from this region, where proper banknote paper was simply unavailable. Gari Mon catalogues this as a single type with no known varieties.
