El Papiol is a small municipality in the Baix Llobregat comarca, west of Barcelona, and like hundreds of Catalan and Spanish municipalities during the Civil War, it was forced to issue its own fractional paper money after metallic coinage effectively vanished from circulation in 1936. The Republican government's inability to supply small change pushed this responsibility onto town councils — ajuntaments — that had no real business printing currency.
El Secretariat Català in Barcelona printed for numerous municipalities simultaneously, which is why so many of these Catalan war-issue notes share typographic characteristics despite coming from entirely different issuers. Turró catalogues over two thousand such local issues; #1780 places El Papiol well into that mass of wartime municipal scrip.
