Consejo Municipal de Dolores was one of hundreds of Spanish municipal bodies that issued emergency small-change notes — known collectively as billetes locales — during the Civil War, when the Republic's coinage vanished almost entirely from circulation through hoarding and melting. The Nationalist advance through Andalusia and the disruption of central supply chains left local governments with no practical option but to print their own fractional currency.
Dolores, a small municipality in Alicante province, remained under Republican control through 1937. These hyper-local emissions typically had very limited territorial acceptance and short useful lives, which paradoxically contributes to their survival — many were never spent.
