Cúllar-Baza, a small municipality in Granada province, issued emergency fractional paper money during the Spanish Civil War under the same Republican decree that authorized thousands of local councils to produce their own provisional currency when the central government's coin supply collapsed. The Consejo Municipal designation places this firmly within the Republican administrative structure operating in the zone during 1937.
The Gari Mon reference is unassigned, suggesting the cataloguer either could not locate a surviving specimen for full documentation or that confirmed examples remain extremely rare — a common situation with Spanish local Civil War issues at the 25 céntimos level, which circulated hard and were rarely saved.
