Ciutadilla is a village in the comarca of Urgell, Catalonia, with a population that barely exceeded a few hundred during the 1930s. That a settlement this small issued its own fractional currency is less surprising than it sounds — the Spanish Civil War created a catastrophic shortage of small change across the Republic, and hundreds of Catalan municipalities printed their own emergency notes under a framework loosely tolerated by the Generalitat. Turró catalogues over a thousand such issuers.

The official stamp is the only security measure, which was typical for these village emissions. Forgery was rarely the concern; local acceptance was.
