Chiva is a small municipality in Valencia province, and this note is a product of the Spanish Civil War's near-total collapse of small-denomination coinage. Republican-held territories experienced an acute shortage of fractional currency from 1936 onward, forcing hundreds of municipal councils — many with no banking infrastructure whatsoever — to issue their own emergency paper. The Consejo Municipal de Chiva was one of thousands that did exactly this, printing locally rather than waiting for a supply solution from Valencia or Madrid that never reliably came.
The sole security feature is an official stamp — the only thing distinguishing a valid note from a forgery in circulation among neighbors who likely recognized the stamp by sight anyway.
