Chillón is a small municipality in the province of Ciudad Real, and like dozens of similarly sized Castilian towns, its local council issued emergency fractional currency during the Civil War after Republican authorities failed to supply adequate small change. The Consejo Municipal notes were a stopgap, often printed on whatever card or paper stock was available locally — which accounts for the variable substrate quality seen across surviving examples of this series.

The official stamp served as the primary authentication device, a tellingly low-tech solution that made forgery trivially easy but was considered sufficient for a note intended to circulate only within the town itself.
