Cárcer is a small municipality in the Ribera Alta comarca of Valencia, and like hundreds of similar towns across the Republican zone, it issued its own fractional emergency currency in 1937 when the acute shortage of small coinage paralyzed daily commerce. These local emergency issues — known collectively as "paper de la guerra" — were produced under wartime necessity, often by the town council itself using whatever printing resources were locally available. The thick card stock was a deliberate choice, intended to give the notes durability in hand-to-hand use that thinner paper could not survive.

The Turró and Gari catalogues together document several hundred such Valencian municipal issues, but Cárcer's output remains among the more obscure. Low original production figures are the norm for villages of this size.
