Canals is a small town in Valencia's Costera comarca, and this note is a product of the anarchic proliferation of emergency paper money — moneda de necesidad — that swept Republican-controlled municipalities during the Civil War when the Republic's central government lost practical control over coin supply. By 1937, fractional bronze and copper coinage had effectively vanished from circulation, hoarded or melted, forcing thousands of local councils to print their own.

The Turró catalogue's PV prefix groups these as Valencian Community issues. The official stamp is the only security measure — entirely forgeable, but fraud was less the concern than simply having something to make change with.
