Arnes is a tiny village in the Tarragona province — population well under a thousand even today — and its municipal council issued this note during the anarchist and Republican administration of the Civil War years, when the collapse of small-denomination coinage across the Republican zone forced hundreds of local bodies to print their own emergency scrip. The Generalitat de Catalunya had authorized municipal issues, but control was loose and quality varied enormously. Turró catalogs over two thousand such emissions from Catalonia alone.
The official stamp is the only anti-counterfeiting measure, which tells you everything about the intended circulation radius: a few local shops, briefly.
