During the Spanish Civil War, dozens of municipalities and local collectives in Republican-held territory issued emergency paper scrip — moneda local — to address an acute shortage of small coinage. This 25 céntimos note was issued not by the Andorra in the Pyrenees but by Andorra, a small municipality in Teruel province, Aragon. The two are routinely confused in early catalog references, and the Gari Monografies number remains unassigned, suggesting documentation of this specific emission is still incomplete.

Teruel province saw some of the war's most brutal fighting in 1937–38, and very few of these locally issued scrip pieces survived intact.
