Emergency token coinage from French provincial commerce associations flourished in the early 1920s as the postwar small-change shortage dragged on longer than anyone anticipated. The Société du Commerce de La Rochelle was one of dozens of regional merchant groups that filled the void, issuing brass tokens accepted within their member network when centimes in metal simply weren't circulating. The arrangement was entirely pragmatic — merchants redeemed them, the public tolerated them, and the Banque de France looked the other way.
The "[17]" designation references the Charente-Inférieure department, now Charente-Maritime.
