A private forestry company operating in the pine resin industry of the Landes region issuing its own fractional currency during the war years is not an anomaly for France — the near-total disappearance of small coin from circulation after August 1914 forced thousands of commercial enterprises, municipalities, and chambers of commerce to plug the gap themselves. The Loi Financière of 1914 had effectively demonetized hoarding behavior without solving it.
Imprimerie Chaix, the Paris house responsible for printing this note, was a serious industrial printer — Toulouse-Lautrec's poster work ran through the same presses. The watermark security feature is notably conscientious for a local emergency scrip of this denomination.
