Struck during the most violent phase of the Terror, this pattern was part of the Revolutionary government's broader effort to replace the old Ancien Régime coinage with a fully decimalized system — one of the earliest serious attempts at decimal currency in the world. The Monetary Law of 7 Germinal Year III (1795) would eventually codify the framework, but experimental strikings like this one preceded that legislation, produced as the Committee of Public Safety was actively debating the new monetary order.
