Montmédy sits in the Meuse department, barely three kilometers from the Belgian border, and was occupied by German forces within weeks of the August 1914 invasion. This note was issued by a municipal syndicate rather than a single commune precisely because no individual local authority retained enough administrative capacity to act alone under occupation. Syndicat-issued emergency fractional currency of this kind — covering multiple communes pooling what legitimacy they had left — is among the more unusual institutional arrangements to emerge from the occupied zones.
The watermarked paper is notably specific for a note at this denomination, suggesting the syndicate obtained security stock before German requisitioning cut off normal supply channels.
