Albi's municipal token issue of 1920 belongs to a wave of emergency small change produced by French towns, chambers of commerce, and local authorities during and immediately after World War I, when the hoarding of metal coinage created a crippling shortage of circulating fractions. The French government's own production could not keep pace, and hundreds of municipalities filled the gap with locally sanctioned issues. Nickel-plated iron was a deliberate wartime and postwar economy — copper and nickel had both been heavily requisitioned for the war effort.
