The coin shortage that struck France in the opening months of the First World War forced hundreds of local Chambres de Commerce to issue their own small-denomination emergency notes. Nice's chamber was among the earliest and most prolific, eventually producing multiple series across more than a decade. The designer here, Gustave-Adolphe Mossa, was the city's official municipal artist and a figure of genuine standing in Nice's cultural life — his involvement lifted these notes well above the utilitarian scrip produced elsewhere in France.
The JP# series 16 through 19 indicates at least four distinct varieties within this denomination, typically differentiated by decree date, control number placement, or text revisions rather than substantial design changes.
