The Chambres de Commerce emergency issues of 1914–1922 filled a vacuum created when hoarding stripped France of its small coin almost overnight after mobilization began. Montluçon-Gannat's series was printed locally by Herbin & Bouché rather than dispatched to a larger commercial printer, an unusual arrangement that kept production close to the issuing authority but resulted in modest print quality relative to contemporaries handled by Chaix or Oberthur.
The watermark is the only meaningful security feature — a reasonable deterrent for a note this small, though counterfeiting emergency fractional issues was rarely worth the effort.
