The Chambres de Commerce emergency issues of World War One filled a gap left by the near-total disappearance of metal coinage from French circulation after 1914 — hoarding and metal requisitions stripped small denominations from daily commerce almost immediately. The Montluçon-Gannat chamber was among dozens of regional bodies authorized to print their own fractional notes, each valid only within a defined commercial zone. Herbin & Bouché, a local Montluçon printer, produced this series in-house rather than routing the work through a Paris firm, which was unusual and gave the notes a distinctly provincial character.
