Obverse description Printed in blue-green on cream paper, the obverse is framed by a decorative braided border with a laurel-and-oak vignette surrounding the municipal coat of arms at top centre. Two rural vignettes flank the central text panel: at left, a sower striding across a field, and at right, a peasant woman tending livestock. A repeated guilloche underprint bearing the issuer's name fills the central panel behind the denomination inscription and facsimile signatures of the Président and Trésorier, with series and serial number below; the printer's imprint appears at the foot.

French chambers of commerce began issuing small-denomination emergency paper in 1914–1915 to combat the near-total disappearance of bronze and nickel coinage, which had been hoarded or absorbed by wartime metal demands. La Roche-sur-Yon's chamber was among dozens across France that turned to local printers rather than waiting on Paris. Imprimerie Moderne de Nantes — operating under Beuchet & Vanden Brugge — supplied several regional chambers during this period, which accounts for the family resemblance found across Vendée and Loire-Atlantique issues of the same years.
