French chambers of commerce began issuing emergency token coinage during World War I when the state could not meet demand for small change, and many continued well into the 1920s before the national mint caught up. The Amiens chamber's issues covered the Somme department — a region still physically and economically devastated in 1921, with reconstruction ongoing across towns that had sat inside or immediately behind the Western Front for four years.
The gold plating on this piece is a later addition, almost certainly applied for the collector or souvenir market rather than circulation.
