Sidi-Bel-Abbès was the garrison town of the French Foreign Legion throughout the colonial period, and by 1916 the wartime drain on coinage across French Algeria had become acute enough that local merchants and syndicats took matters into their own hands. These chamber-of-commerce style emergency issues — bons de nécessité — filled the gap left when small bronze and nickel coins were hoarded or redirected to metropolitan France. The Syndicat D.C.S. at Square Pasteur was one of dozens of such bodies issuing fractional paper across the Department of Oran that year.
Michel Creuit's signature as sole signatory suggests a small, tightly administered operation rather than a formal banking consortium.
