The Chambres de Commerce emergency issues of the early 1920s exist because the French state simply failed to produce enough small change after the war. Wartime metal requisitions had gutted circulation of bronze and copper coins, and by the time peace came the shortage had become chronic. Local chambers of commerce across France were authorized to plug the gap with their own aluminium tokens — a stopgap that in the Landes lasted until the national mint caught up around 1922.
The two catalog references reflect distinct emission dates within the series, 1921 and 1922 respectively.
