The Ligue des Commerçants Rouennais was one of dozens of French merchant associations that issued emergency aluminum and cardboard tokens during and immediately after the First World War, filling the void left by hoarded bronze and nickel coinage. The French government's reluctance to mint small denominations in sufficient quantities during 1914–1920 pushed local chambers of commerce, tramway companies, and merchant leagues across Normandy and elsewhere to produce their own fractional currency — legally tolerated, if not officially sanctioned.
Rouen's merchant league pieces circulated within a tightly defined commercial zone, redeemable only through participating shops. The Tn122.1 designation distinguishes this variety from at least one other known emission by the same issuer.
