Romania's monetary system was in near-collapse by 1917. The National Bank's printing capacity was overwhelmed, German forces occupied Bucharest, and the government had retreated to Iași — which is why the Ministry of Finance, rather than the National Bank, issued these emergency fractional notes. The Army Geographic Service was one of the few functioning state printing facilities still available in unoccupied territory.
At roughly the size of a large postage stamp, this was wartime improvisation made official. Designer Horațiu Sava Dumitru worked within severe material constraints, and the notes were printed on whatever paper stock the Army Geographic Service could source.
