Romania's postwar coinage reform was a prolonged affair. The 1921 pattern series for small denominations was produced as the government evaluated materials to replace the wartime substitutes that had flooded circulation — cardboard and stamp money among them. Brass was tested against aluminum and other alloys before nickel-brass compositions were eventually settled on for regular issue coinage later in the decade.
Pattern strikes of this type exist in very small numbers, produced for ministerial review rather than public release.
