Beschrijving voorzijde A spread-winged Romanian eagle displayed in high relief dominates the upper portion of the holed field, its head turned to the right and surmounted by a small five-pointed star. The circular perforation is centrally positioned beneath the eagle's body. The legend ROMANIA arcs across the lower field in bold upright Latin capitals, with the date 1921 inscribed beneath it near the coin's rim.

Beschrijving keerzijde The denomination numeral 25 is rendered in large, bold characters occupying the left and upper portions of the field, with the central hole forming the interior of the digit 5. A finely detailed royal crown is situated to the right of the hole in the mid-field. The word BANI appears in bold upright Latin capitals along the lower arc, and the engraver's signature Huguenin is inscribed in small cursive lettering at the base of the field just above the inner rim.

Romania's postwar aluminum coinage of 1921 was a direct consequence of wartime metal exhaustion — the country had emerged from World War I with its treasury depleted and its industrial base severely disrupted following the German occupation of Bucharest in 1916. Aluminum, abundant and cheap, was the practical solution for fractional denominations that needed to return to circulation quickly.

Ferdinand I had declared himself king of a dramatically enlarged Romania after 1918, absorbing Transylvania, Bessarabia, and other territories through the postwar settlements — making this issue one of the first struck for a nation nearly twice its prewar size.
