Qaboos bin Said seized power from his father Said bin Taimur in a palace coup on July 23, 1970 — a date that became National Day and the anchor of Omani state commemoration ever since. The 45th anniversary issue this coin marks coincided with a period of significant fiscal pressure, as collapsing oil revenues were already forcing Oman to draw down reserves and delay infrastructure projects.

KM#195 is a short-series commemorative struck for circulation rather than presentation, a distinction that keeps surviving examples in middling condition.
